PM, Prachanda assure transport operators to fulfill their demands

Prime Minister Girija Prasad Koirala has said that the government is very serious towards the problems ailing the transportation sector and directed the concerned ministries to take necessary steps to fulfill the valid demands of the transport operators.

In a meeting with a team Nepal Transport Operators Association today, PM Koirala asked the finance, home and labor & transport management ministers to do all they could to solve the problems faced by the transport operators, assuring that the "positive demands" put by the operators would certainly be fulfilled.

Similarly, CPN-Maoist chairman Prachanda has also expressed his commitment to fulfill the demands of the transport operators.

A team of the association had gone to meet Prachanda at his Nayabazar residence immediately after putting their problems before the prime minister.

During the meeting, the Maoist supremo said the transport operator's demands that include the government guaranteeing security to vehicles, transport operators and laborers and they would be fulfilled.

Similary, the team also held a meeting with Co-ordinator of the Madhesi People's Rights Forum Upendra Yadav regarding the strike.

Meanwhile, normal life in eastern Nepal has been crippled by the transportation strike launched by transport entrepreneurs of the region putting forward 10-point demand since the past five days.

Due to the strike vehicular movement in the main roads in most towns in eastern Nepal including the highway has almost come to a grinding halt, affecting hundreds of people who have been unable to travel.

Reports say the towns are also are facing shortage of essential commodities as the agitated transport operators have stopped essential supplies from coming into the towns in protest. Similarly, the grade 11 exams being conducted by Higher Secondary Education Board (HSEB) from today has also been affected owing to the strike as the students have been forced to walk all the way their exam centers in most of the eastern Nepal districts.

Meanwhile, the transport entrepreneurs in Narayani Zone has put off the strike after it was decided that talks would be held tomorrow with the government regarding the demands put forth by them.

UML MEETING

The CPN-UML Central Committee Meeting held today has chosen leader Jhalanath Khanal as the General Secretary of the party.

It is reported that the meeting also decided to reallocate various departments of the party.

Talking to Radio Nepal, leader Amrit Kumar Bohara informed that the 19th meeting of the party is scheduled to be held on 18th May.

CA SWEARING IN

The newly elected Constituent Assembly members are scheduled to be sworn in on May 27th.

After the meeting of the 13 parties held today at Singhadurbar today, leader of the CPN-Maoist Dr. Baburam Bhattarai informed that the meeting had agreed to form the Constituent Assembly after the swearing in of the members on May 27th.

INDIAN AMBASSADOR STRESSES ON GOVT OF NATIONAL UNITY

The Indian ambassador to Nepal, Rakesh Sood, has stressed on the formation of government of national unity.

Addressing an interaction at the Reporters' Club in Kathmandu, today, Sood said that during this critical period, it becomes necessary for all political leaders, especially the larger parties and the largest party, which has emerged, namely the Maoists, to take position of responsibility, to develop consensus and to form a government of national unity.

Ambassador Sood added that since the elected Constituent Assembly (CA) needs to take decisions on a number of important sensitive issues, these decisions would be best taken in the spirit of consensus.

He said that India's relation with Nepal will continue whether it becomes republic or whichever party comes to power.

Ambassador Sood, in his first interaction with Nepali press since his appointment as New Delhi's envoy, said that he has no knowledge of any pact between parties, and the King during the visit of Indian envoy Karan Singh in April, 2006.

He also denied reports India was suggesting to make Prime Minister Girija Prasad Koirala as president in the new dispensation.

Ambassador Sood further stated that Chairman Prachanda had already been invited for visit in India.

LEADER PUN

Leader of the CPN-Maoist BarshaMan Pun has said that the issue of army integration would be settled after the decision of constitution.

Addressing a program in Kathmandu today, leader Pun stressed on the restructuring of army adding that only one army should remain in the country.

Various other speakers from civil society also participated in the program.

PRIME MINISTER RECEIVES LETTERS OF CREDENCE

The Right Honorable Prime Minister Girija Prasad Koirala has received the Letters of Credence from ambassadors for Nepal from various countries.

Amidst a special program at the State Hall today Ambassador of Pakistan His Excellence Syed Abrar Hussain, Ambassador of European Commission His Excellence Mrs Daniele Smadja, Ambassador of Belgium His Excellence Jean Marie Beboutte, Ambassador of the Netherlands His Excellence Hiensch Bob Henry , and Ambassador of the United Arab Emirates His Excellence Mr. Abdulla Ebrahim A Alzony Al Shehhi submitted their credentials.

Among those present in the occasion were Rt. Hon'ble Chief Justice, Rt. Hon'ble Speaker of the Legislative Parliament, Chief of Army Staff, Chief Secretary, Foreign Relations, Ceremonies at the office of the Prime Minister and Council of Ministers, Foreign Secretary and Advisor to the Prime Minister on Foreign Affairs including the media persons.

2 KILLED IN GORKHA

Two persons have died after they had poisoned food in Boling village of Gorkha district.

According to police, the dead persons have been identified as Hira Shrestha and Tul Bahadur Shrestha.

Other 12 persons affected by the poisoned food have been admitted in Gorkha Hospital while 10 others are undergoing treatment in Teku Hospital in Kathmandu.

THREE HELD WITH ARMS

A civil police team deployed from Police Post Bhramarpur, arrested three persons along with weapons from Ratanpur Tole of Ratauli VDC of Mahottari district at 10:30 am today.

Police said the arrested ones were the cadres of United People's Terai Liberation Front, Ram Daresh Yadav, Jhagaru Yadav and Surendra Yadav. Police also seized a home made pistol, its bullets and bombs from them.

It has been reported that newly appointed Bureau In-charge of the Front, Anand, confirmed that they belonged to his party.

DIARRHEA CLAIMS 10 LIVES

Diarrhea has taken a serious toll in Sapata VDC in Bajura district following its outbreak two weeks ago.

10 people have died so far and more than a dozen villagers are in a critical state due to the deadly outbreak even as locals fear that it may spread to adjoining villages if nothing is done about it.

However, officers at District Health Office (DHO) said that health workers had already been deployed in the village.

GOVERNMENT COMMITTED TO CONTROL WILD ANIMAL TRADE AND POACHING

Ministry of Forest and Soil Conservation is all set to implement a special plan to control export and poaching of wild animals.

Joint Secretary at the Ministry, Dr Annapurna Das, informed that homework to this plan was underway and it would be implemented very soon.

Speaking at a talk programme on ‘Control and Challenges of Growing Export and Poaching of Wild Animal’, organized by the Save Wildlife today, Joint Secretary Das further said there was growing public concern about the wild-animal trade and poaching adding that the plan would further help address the concern.

PM- INAUGURATION
 

Prime Minister Girija Prasad Koirala has said the country is at a critical transitional phase and a wrong move at this time could affect the entire peace process. After inaugurating the ground-breaking ceremony and laying the foundation stone for the construction of a KOICA supported Government Integrated Data Centre (GIDC) in Singha Durbar yesterday, Koirala said the political parties should collaborate in the future while drafting the constitution. Only collaboration can strengthen peace, national integrity and sovereignty and democracy, Koirala said

The PM also asked journalists to remain sensitive. He thanked Korean government for its support to construct the GIDC and highlighted the importance of IT sector in the modern era. He said the Nepal-Korea diplomatic and friendly ties are strengthening by the day.

On the occasion, Korean ambassador Nam said the project would contribute to laying the foundation for e-governance in Nepal. He said e-governance can enhance transparency, deliver better services to citizens and reduce administrative costs.

The KOICA says the  3.5 millions dollars project is aimed at setting up infrastructure for e-governance and KOICA will also provide equipment and materials necessary for the operation of the centre.

 

Election commission - notice

         

The Election Commission has issued orders to the candidates elected from two constituencies under the First-Past-the-Post system of the election of the members of the CA to resign from any one of the two constituencies within 30 days.

 

As per the legal provision, the candidate elected from two constituencies is required to resign from one constituency within 30 days from the date the election results were announced.

 

In a press release yesterday, the Election Commission stated that in the present context when the chairman of the CA has not been elected, it considers May 8 as the day when the election results were declared. The Commission had submitted the list of names of the candidates elected to the CA to the Prime Minister and the Legislature-Parliament on May 8.

 

UML MEETING POSTPONED TILL THURSDAY

The meeting of the central committee of the Unified Marxist Leninist (UML), which was expected to choose a coordinator for the committee to organise the general convention of the party, did not take place on yesterday as earlier scheduled.

Party leaders have said that the meeting will now take place on this morning at around 11 am.

 

The sudden postponement of the meeting has come amid reports of internal dispute regarding leadership of the party.

A tough contest is said to be on between acting general secretary Amrit Kumar Bohara and standing committee member Jhalnath Khanal, with both of them jockeying for the post of coordinator of the organising committee

 

Face to face- baidya, leaders

 

Senior leader of the CPN-Maoist Mohan Baidya Kiran has said that the CPN-Maoist is ready to remain in the opposition if other parties showed two thirds majority in the CA as per constitutional arrangement.

 

Speaking at a face-to-face programme organized by the   Reporters Club Nepal yesterday, leader Baidya said there is no possibility of other parties making two thirds majority on the basis of the present balance of political power.

On the occasion, NC Spokesman Arjun Nar Singh KC said Congress will not join the government unless the NC meeting proposals for amendment of constitution, YCL dissolution, weapons management, and on property confiscation were not implemented by the Maoists.

 

CPN-UML Standing Committee Member Keshav Badal said his party was in favour of a democratic republic and the days of the monarchy were now over. Member Badal also expressed happiness over pro- monarchists losing deposit in election and constitution being made by an elected body.

 

Member Badal also informed that Jhalanath Khanal will now lead the CPN-UML.

 

MAOIST EXPRESSES SORROW OVER THE LOSS OF LIFE IN CHINA

The CPN-Maoist has expressed deep sadness over the loss of lives and properties in the high-magnitude earthquake that struck Sichuan province and the surrounding areas of republic of China three days ago.

 

In a press statement released yesterday, Maoist Chairman Prachanda states that the party would like to extend deep sympathy to the Chinese government and the thousands of people affected by the destruction caused due to the natural disaster.

 

The release further states the Maoist party has wished an immediate success to the Chinese people and the government in the rescue effort being carried out in the quake affected areas.

 

TRANSPORT STRIKE ENTERS DAY III

Normal life in the eastern region remained has been largely hampered for the third day today due to an indefinite strike called by transport entrepreneurs, putting forward their 10-point demand including security for the entrepreneurs and control in fuel price hike.

The regional traffic police office said no long-route vehicles except for a couple of motorcycles plied in the streets. Passenger are forced to walk to their respective destinations and few of them are paying heavy amount for rikshaws. Furthermore, the strike has hampered the conduction of the plus two exams.

Nepali Congress leader Shailaja Acharya who struggled for nationalism and democracy for the past five decades has been in a state between life and death on the bed of TU Teaching Hospital Maharajgunj for the past five months.

 

Leader Acharya, 64, has been suffering from respiratory problems affecting lungs, accompanied with Parkinsonism.

 

Reports say a lot of improvement has come in the health of leader Acharya in the past one week than earlier. Acharya, who was in intensive care unit, has been shifted to the neuro ward from Saturday with the improvement.

 

Forest and soil conservation ministry – review meeting

         

Minister for Forests and Soil Conservation, Matrika Prasad Yadav said success could not be achieved in forest conservation due to the tradition of the forest encroachers getting political protection.

 

Minister Yadav said this while issuing directives to the high officials of his Ministry and bodies under it in a review meeting held at the Ministry yesterday.

 

The meeting was organized to review the progress of the development projects and programmes carried out by the Ministry and bodies under it in the first quarter of the Fiscal Year 2008/2009.

 

The average progress of the 15 priority programmes of the Ministry was 86 per cent, it is learnt.

 

At the meeting, Minister Yadav said it is regrettable that only 11 per cent of the total budget of the country is spent in development works. Minister Yadav has directed the Ministry officials to formulate plans and programmes in the coming days with new vision and also implement them effectively.

 

Abduction

 

The Goit group has abducted three persons from separate places of Saptari district last night.

 

The abducted persons are from Saptari Nageda-4, Rajbiraj Municipality-2 and Beriya - 6.

 

Reports say, since last week almost 11 people have already been abducted from Saptari district among which three have been able to flee however whereabouts of the rest is unknown.

 

Similarly, a businessman from Siraha Bhagawanpur ward no. 7 was also abducted last night. Lal Shah was abducted and taken to unknown place by a group of people carrying weapons.

 

Wildelife

 

The animals in the Parsa wildlife reserve have been facing a serious threat due to the lack of rainfall in the area for the last couple of weeks.

 

The water holes in the reserve that spreads across 499 square feet have gone dry due to the drought directly affecting the animals.

According to the officials, the animals are sometimes found in the nearby villages searching to quench their thirst. The officials believe the drought if not addressed quickly may even result in the death of the animals inside the reserve.

British Ambassador to Nepal, Dr Andrew Hall has said that his government was ready to continuously encourage all the political parties to respect and promote human rights and establish the rule of law for a lasting peace in Nepal.

 

Handing over books on human rights and peace process to the Human Rights Home yesterday, Ambassador Dr Hall stressed that the Government, media persons, NGOs and human rights workers have an important role in protection and promotion of human rights.

 

On the occasion, Dr Hall handed over 175 books worth Rs. 250,000 to Chairperson of the Home, Subodh Raj Pyakurel.

AN INTERNATIONAL CONFERENCE

An international conference entitled interest and choice on drafting the constitution of Nepal has been kicked off in Dhulikhel of Kavre to discuss on the agendas of New Nepal including federalism, judiciary, executive body and human Rights among others.

The conference organized by Konrad Adenor Stiftung, a German organization and coordinated by Nepal contemporaty study Centre has been participated in by 35 constitution exports from Nepal, India, German, Indonesia among others running for three days.

The constitution exports will present their own working papers on the federalism, judiciary, executive body, Human Rights and Freedom. Inaugurating the conference, Indian ambassador Rakesh Sood said India is ready to cooperate in Nepal's peace process, drafting a new constitution and the economic and social development of Nepal.

LIMBUWAN MEETING

The two day meeting of Limbuwan state committee held in Ilam has ended today concluding that the Moaoist Party should lead the would be formed government as it stands as the largest party in the election.

The meeting has analyzed the outcome of CA election and the party's future action plan.

REPORTERS CLUB

CPN- Maoist leader Mohan Baidhya Kiran has said that the Maoist would sit in the opposition if others parties built up two third majority. Speaking at a program organized by Reporters club in Kathmandu today leader Baidhya said the Maoist pary is against the idea of forming the government by the simple majority.

Nepali congress spokesperson Arjun Narasingh KC said the NC would not join the government if the preconditions set by the Nepali congress in its CWC meeting were implemented.

Thapa says he met Maoist leadership as RPP-N chair, not as King's emissary

FORMER MINISTER THAPA

Former royalist minister and chairman of t Rastriya Prajatantra Party Nepal, Kamal Thapa, has said he met Maoist chairman Prachanda recently to communicate his party's position regarding the current political situation, but not to convey the King's message to the Maoist leadership.

Thapa said this in a press statement today refuting that he had not gone to Prachanda's Nayabazaar residence on Monday as King's emissary.

Thapa's denial comes a day after the Maoist chairman said that through Thapa he had sent a message to King Gyanendra to leave the palace by May 27, the eve of the first meeting of the Constituent Assembly.

TRANSPORT STRIKE ENTERS DAY II

SPEACIL TRAFFIC MANAGEMENT LAUNCHED

Metropolitan Traffic Police Office has launched a month-long special traffic management programme from today in an attempt to cope with the traffic situation of Kathmandu valley.

Volunteers from various organisations have been assisting the Traffic Police in traffic management and informing the general public about the traffic rules since early morning today.

The programme is aimed at educating transport workers, drivers and handy-mans about the traffic rules and participate them as the volunteers, Senior Superintendent of Police (SSP) Bishnu Prasain informed.

PM URGES FOR RESTRAINT AND COOPERATION

Prime Minister Girija Prasad Koirala has urged all to exercise restraint and extend mutual cooperation to pass through what he called as sensitive transitional phase.

In what appears to be a response towards politically opposite remarks coming from Maoist and non-Maoist camps regarding the formation of new government, amendment of constitution and so on, PM Koirala has said that everyone should exercise restraint in both words and actions.

In last few days, Nepali Congress and Maoist leaders are engaged in verbal duel on the issues. The NC central working committee has even laid down seven conditions including dissolution of Maoists affiliated Young Communist League for their cooperation to future government expected to be led by the Maoists. The Maoists, on the other hand, have rejected the conditions.

Prime Minister made these remarks while laying foundation stone for a building to be built within Singhdurbar for integrated data management and electronic documentation.

South Korean aid agency KOICA has extended 330 million rupees in assistance for the project, which is expected to complete in six months. It will help in electronic storage of important documents and data management.


UML SET TO PICK COORDINATOR FOR GENERAL CONVENTION

The meeting of the central committee of the Unified Marxist Leninist (UML) is to resume in Kathmandu today. The meeting is expected to pick a coordinator for organizing the general convention of the party.

The meeting will dissolve the central and standing committee and form a committee to organise the eighth general convention later this year.

Reports say there is a tough contest between acting general secretary Amrit Kumar Bohara and Jhalnath Khanal for the post of coordinator of the organising committee.

The UML had decided to dissolve its top body and hold fresh general convention following its stunning defeat in the recent Constituent Assembly election.


PM ASSURES TO ADDRESS WOES OF TRANSPORTERS

Prime Minister Girija Prasad Koirala has assured the transport entrepreneurs of taking steps to address their problems.

According to a delegation of transport entrepreneurs who met with PM Koirala this morning, they have been assured of support.

The transport entrepreneur presented a nine point demands to the Prime Minister which include nomination of three persons from transport sector to the Constituent Assembly (CA); putting in place provisions whereby insurance companies will bear the compensation for accident victims; and ensuring security of transport workers and entrepreneurs.

Raising the demands, the transporters had imposed indefinite shutdown in four eastern zones including Mechi, Kosi, Sagarmatha and Janakpur from Tuesday.


GOVT TO PROVIDE RS 800 MILLION TO NOC

The government has decided to provide 800 million rupees to state-owned Nepal Oil Corporation to ease the supply of petroleum products.

The Corporation had requested the government for almost 2.1 billion rupees subsidy.

As the price of petroleum products has continued to soar in the international market, the Nepal Oil Corporation has been demanding either the government provide it with subsidy or the government allow it to raise the fuel price.

Meanwhile, the Corporation has increased the price of aviation fuel by 12 percent.

JC PROBING CHARGES AGAINST JUDGE

The Judicial Council has started a probe into charges brought against Judge Shambhu Bahadur Khadka for working without its permission for the Royal Commission for Corruption Control. The commission was formed by the king.

The Judicial Council started the probe following a recommendation from the Commission for Investigation of Abuse of Authority.

According to the Judicial Council Act, a judge is required to get permission from the council if one wish to work outside the judiciary and any violation of this provision is considered a breach of judicial discipline that is subject to punishment.

Khadka, then a district judge and now a judge at the Appellate Court Dipayal, was member secretary of the dissolved Royal Commission for Corruption Control.

DEATH

A person has died while trying to escape from kidnappers in Dang district yesterday evening.

A father and a son, local residents of Dang, were abducted by an identified group. The group opened fire at the two while trying to escape causing the death of the father.

The situation of the son is still unknown, according to the police.

BOMB EXPLOSION

Two persons have been injured in a bomb explosion in Birgunj last night.

The bomb was detonated by an unidentified group at a shop.

Similarly, another bomb was detonated at a soap factory in Pakhanipur of Birgunj last night.

FIRE

All the patients of the Koshi Zone Hospital in Biratnagar had to be shifted to a safe area following the explosion of a generator at the hospital.

The explosion caused fire at the hospital and the patients had to be shifted due to the smoke, it is learnt.

The fire was put out by two fire brigades, police and local people.

The situation at the hospital is now reported to be normal.

Maoist chairman Prachanda has revealed that he has sent a message to King Gyanendra, suggesting him to leave Narayanhiti Palace by May 27, a day before the first sitting of the Constituent Assembly that formally abolishes monarchy and declares the country a republic.


Talking to reporters in Ilam after inaugurating a meeting of the party's Limbuwan State Council today, Prachanda warned that the King could face forceful eviction from the palace if he refused to quit voluntarily.


Saying that the first CA meeting would declare the country a republic, the Maoist strongman made it clear that his party would not accept any form of monarchy. If the King cooperated with the political process he would be given the rights enjoyed by ordinary citizens, Prachanda added. Chairman Prachanda said the main agenda of the Maoist is to bring the economic revolution in the country and added the party would move ahead for achieving the goal after formation of a new government.


He further informed that the new government would be formed within 15 days led by the Maoists.


MINISTER POUDEL

Minister for Peace and Reconstruction, Ram Chandra Poudel has opined that republicanism should not be implemented until the consensus on major issues including integration of army, weapons management and peace process is forged among major political parties.

At the face-to-face programme organized by Reporters’ Club Nepal in Kathmandu today, Minister Poudel made it clear that his party is in favour of implementing the republicanism as soon as possible by forming coalition government as per the constitutional provision.

Minister Poudel expressed his objection saying that some forces are attempting to form a government through uncivilized and unruly activities disregarding the constitutional system, against the democratic norms and values and claimed that his party is always against such working style which would push the nation into new adversity.

In response to a query, Minister Poudel expressed his view that two parallel state mechanisms can not function at the same time in democracy.

VICE-CHANCELLOR’S OFFICE PADLOCK ELD

Various student unions including Free Students Union (FSU), Nepal Students Union (NSU) and All Nepal National Free Students Union- Revolutionary (ANNFSU- R) in the Tribhuvan University, Kirtipur, padlocked the office of Vice- Chancellor for an indefinite period.

They were compelled to lock the office as the University administration remained completely indifferent to their common appeal to add one more shift having 90 students under the Central Department of Chemistry, considering the soaring number of students reading chemistry, said NSU President of TU Committee, Kailash Koirala.

DR BHATTARAI URGES PM TO RESIGN

Senior leader of the CPN-Maoist, Dr Babu Ram Bhattarai has urged Prime Minister Girija Prasad Koirala to immediately resign the post so that it would be easy to form new government.

Speaking at a press meet organized at Pokhara Airport by the Revolutionary Journalists’ Association, Tamu State Committee today, leader Bhattarai further said it would be easy to form new government when the old one is dissolved.

The PM should tender resignation to the Speaker, leader Bhattarai laid stresse by adding that the incumbent government should work as caretaker one thereafter.

Similarly, he said the very first meeting of the constituent assembly would implement the republicanism in the country and if the king does not leave palace, he would be taken action as a common people.

Indicating royalist leader Kamal Thapa’s opinion that havoc would loom in the country if the king is ousted, leader Bhattarai said the royalists will also be disappeared along with king’s removal, and there lies the golden future of the nation.
He reiterated that a coalition government should be formed with the leadership of the Maoists and if not so, Maoist alone will form and hold the government.

Earlier today, Dr Bhattarai said Prime Minister Girija Prasad Koirala could not be made president. However, it was being considered for his due reverence.

Leader Bhattarai expressed such views while talking briefly to the journalists at Birantagar Airport.

TRANSPORT ENTREPRENEURS CALL INDEFINITE BANDA

Transport entrepreneurs in the eastern region have called an indefinite transport banda from today, forwarding 10-point demands, including security, and adjustment of petrol supply.

According to Coordinator of Transport Entrepreneurs’ Committee in Mechi, Koshi, Sagarmatha and Janakpur zones, Hira Udasi, they were also backed by the truck operators in calling the transport banda.

However, the school buses, ambulances, government vehicles, and vehicles for marriage and media persons are being operated without any interference in Janakpur, Rajbiraj, Biratnagar, Bhadrapur, Birtamod, Damak and Dharan.


NOC SEEKS RS 2 B GRANT FROM GOVT


Nepal Oil Corporation (NOC) has asked the government to grant 2.07 billion rupees to avert its impending bankruptcy.
Managing Director of NOC, Digambar Jhapa, confirmed that the Ministry of Finance has been asked for Rs 2.07 billion, but no official response has come regarding the request.


According to Jha, total loss of the NOC stands at 13 billion rupees.


Meanwhile, Minister for Industry, Commerce and Supplies has said he was not aware of the NOC seeking grants from the government.


MINISTER MAHARA

Spokesperson for the CPN-Maoist Krishna Bahadur Mahara has accused the Nepali Congress of breaching the agreement by putting forth conditions at a time when the country is moving ahead on the basis of consensus.


Yesterday's meeting of the NC central committee had put forth 7 preconditions including dissolution of the Maoist people’s army and disposal or surrendering their weapons to the state.


He said the agreement has been breached since the NC forwarded strong preconditions without discussing with the seven-party mechanism.


BOOKS IN THE HANDS OF STUDENTS IN TEN DAYS

Janak Education Materials Centre Limited (JEMCL) will make school textbooks available throughout the country by May 23.

Briefing journalists after opposition from all sides for the shortage of school textbooks today, the Managing Director Ram Prasad Sharma says the shortage of textbooks will not remain for many days since the Centre is printing the textbooks around the clock.

Stating the Centre should not alone be blamed for the shortage of textbooks, he claimed the students will get the textbooks in ten days as the printing and distribution of the textbooks is taking place rapidly.

MINSTER FOR INFORMATION AND COMMUNICATION KRISHNA MAHARA

Minster for Information and Communication Krishna Mahara has stressed for the long term policy in ministry level development planning.

Speaking at a meeting of Development Problem-Solution Committee, minister Mahara also said that objectives can be addressed if plans and projects are drafted bearing in mind the issues concerning the direct public interest.

Member of the National Planning Commission, Maheshwor man Shrestha, secretary at minister for Information And Communication, Yuwaraj Pande including other participants pointed out that objectives couldn’t be met and stressed for a cut in unproductive expenditure.

Reforming the Radio Nepal, Nepal Television, Nepal Telecom, and Postal Service was also discussed in the meeting.

NEPAL TRUST

Assets of Nepal Trust is to be utilized in development of the backward and poor people, and in health and education sector for them.

This has been provisioned in the Nepal Trust Property Utilization Policy-2008 prepared by the office of the Nepal Trust.

The Trust comprises around 840 ropanis of land including that in Kathmandu Vally owned by late King Birendre and Queen Aishworya.

Prime Minister Girija Prasad Koirala has extended his heartfelt condolences and sympathy to the people and the government of People's Republic of China for the massive loss of life and property as a result of the devastating earthquake that struck the Sichuan Province of Central China yesterday.

In the message, sent today to the President of Republic of China, Hu Jintao, Prime Minister Koirala says Nepal and China are very close friends, expressed his solidarity at this hour of grief and wished for speedy restoration of the damaged infrastructure.

Prime Minister Koirala appreciated the determination of the Chinese people and the government to overcome this unprecedented natural disaster encountered by China.

Prime Minister Koirala also extended his deepest condolences for the bereaved family members who have lost their relatives and acquaintances.

FIRST CA MEETING ON MAY 28

Prime Minister Girija Prasad Koirala has summoned the first meeting of the Constituent Assembly (CA) at the International Conference Centre, New Baneshwor, at 11:00 am on Wednesday, May 28, in accordance with the Article 69.1 of the Interim Constitution of Nepal-2063 BS.

The Legislature-Parliament Secretariat has requested the CA members to be present on the stipulated date time and place.

The Central Committee meeting of NC that has been taking place from April 24 has expressed its vow to be engaged in the process of formulation of new constitution based on values, acceptance and principles of multiparty parliamentary democracy.

 

Yesterday's committee meeting that took place in the PM Koirala official residence Baluwatar has urged its activists and well-wishers to be engaged in the mission in unity.

 

The meeting stressed that no political party should maintain parallel state mechanism and Maoist must end such mechanism; their combatants must be adjusted and resettled in societies according comprehensive peace agreement. Maoist should also return properties that they had seized and interim constitution must be amended to implement republic from first meeting of CA.

 

Next meeting of the party's Central Working Committee would be held on May 16 at 8:00 am.

 

CWC MEETING OF UML

The Central committee meeting of the CPN-UML held yesterday has unanimously passed the political report presented by the acting general secretary Amrit Kumar Bohora with some recommendations.

In the meeting, acting general secretary Bohora responded various queries raised by the central members of the party.

 

Bohora emphasized on the need to unitedly move ahead for tackling the present challenges. He further said all attention should be focused on establishing a democratic republic, abolition of the feudalism and drafting of new constitution.

The meeting will convene again on May 14.
 

PM YADAV MEET


Prime Minister Girija Prasad Koirala and coordinator of Madhesi Janadhikar Forum Upendra Yadav are learnt to have reached a crucial understanding on amending the constitution for the formation of the new government.


Emerging from the meeting held at PM Koirala's official residence in Baluwatar yesterday, Yadav told media persons that prime minister was positive towards the demand made by the Forum for constitutional amendment to include a provision for the removal of the Prime Minister with a simple majority.


During the meeting there was also an agreement on forming the new government immediately after reaching a consensus on it with all the political parties.


Minister for Peace and Reconstruction, Ram Chandra Poudel had accompanied the Prime Minister in the meeting while Upendra Yadav was accompanied by another forum leader Bijaya Kumar Gachhedhar, a former Nepali Congress central member.


Similarly, immediately after the meeting with the Forum chief, PM Koirala held discussion with other Terai centric parties including Terai Madhesh Democratic Party and Nepal Sadvawana Party on formation of the next government and its leadership.

Speaker Subash Nembang has said that the democratic constitution should be drafted on the basis of political consensus, meeting people’s mandate.

Inaugurating a ‘13-Day Mock Meeting of the Constituent Assembly’ organized by the National Forum Against Racial Discrimination, Nepal, in Bhaktapur yesterday, Speaker Nembang opined that issues of all caste, religion, languages, marginalized and backward groups should be addressed in the future constitution so that the problems looming in the nation could be solved.

Speaker Nembang also stressed on the unity among the political parties to achieve the goal of democracy and peace process and to draft the future constitution.

Similarly, Speaker Nembang made it clear that democratic republicanism will be implemented from the very meeting of CA.


Around hundred individuals from 46 districts belonging to different caste, class, backward and marginalized communities have participated in the meeting which will continue till May 23rd.

Home Minister Krishna Prasad Sitaula has said the country would get into a big trouble if a Constitution based on the multi-party democracy is not formulated.

 

Speaking at a function organized by the Nepal Teachers’ Association, Jhapa branch on the occasion of the 19th Establishment Day of the Association, Minister Sitaula said the fear and anxiety in the people would end with the formulation of a new Constitution.

 

Minister Sitaula also underlined the need for moving forward along with the people of all communities.

 

Meanwhile, Minister Sitaula also called on the teachers to play an important role in formulating the new Constitution.

Rastriya Prajatantra Party Nepal (RPP-N) Chairman Kamal Thapa has warned that attempts to put an end to the monarchy without drafting a new constitution might invite a serious repercussion.


Speaking at a programme organised in the capital yesterday, Thapa claimed that CA election had been conducted amid threat.

 

RPP Nepal-Dissolved

 

President of Rastriya Prajatantra Party Nepal, Kamal Thapa dissolved the party's Central Working Committee, its all central level committees and departments yesterday.

 

The dissolution was done to strengthen the party by taking in view the result that the party got in Constituent Assembly election and challenges that the party has to face in coming days.

 

The party has stated that new committees would be formed at the earliest.

 

PETROLEUM

The market has once again started seeing shortage of petroleum products.

The Nepal Oil Corporation has said that following the increase in the prices of petroleum products in international markets, the Nepalese market is facing shortage of petroleum.

According to the Nepal Oil Corporation, the NOC has to bear loss of around 1.67 billion rupees due to the hike in prices of petroleum products in international market by more than 50%.
 
CHINESE AMBASSADOR

Chinese ambassador to Nepal Zheng Xianglin has expressed his belief that all sides of Nepal will move ahead together to bring peace, stability and prosperity in the country.

Speaking at a program organized by Reporter's Club yesterday, Ambassador Xianglin said that China honors the desires expressed by the Nepali people through CA election.

Ambassador Xianglin further cleared that China was ready to work with Nepal in upcoming days and said the CA election was possible due to the leadership of PM Girija Prasad Koirala and the coordinated effort of other party leaders.

Ambassador Xianglin also gave his reaction on the ongoing Tibetan protests and expressed his belief that Nepal will provide with legal support if needed.


Minister Gurung Inaugurated Nationwide Soccer Matches

 

Minister for Local Development, Dev Gurung, inaugurated Nationwide Inter-school Coca-Cola Football Tournament, organized by All Nepal Football Association. (ANFA) yesterday.

 

Minister Gurung handed over football to the players. The tournament is participated by 160 schools of Kathmandu valley.

 

About 384 schools from allover the country are taking part in the Tournament and it would cost ANFA around 1.4 million rupees. The tournament would be held at headquarters of four regions, namely, Biratnagar, Kathmandu, Pokhara and Nepalganj.

Rastriya Prajatantra Party Nepal (RPP-N) Chairman Kamal Thapa has warned that attempts to put an end to the monarchy in haste without drafting a new constitution might invite a serious repercussion.


Urging not to rush into any decision regarding the king, Thapa warned that the country will face serious consequences if attempts are made to oust the king.


Speaking at a programme organised in the capital today, Thapa, The country might plunge into another big crisis if the King is ousted even before writing a first letter of the new constitution.


Thapa claimed that the political leaders, in personal meetings with him, accepted the menace after the removal of the King.

Home minister Krishna Prasad Sitaula says the country will face a big crisis if failed to draft new constitution based on multiparty democracy.

Addressing 19th establishing day of Nepal Teachers Union in Birtamod of Jhapa today, he said the peace process will meaningfully reach to the conclusion only after drafting a new constitution.

Stating that peace and reconciliation are the need of the hour, home minister Sitaula said only democratic republic will pave the way for building of a new Nepal.

ACCIDENTS

One individual was killed and another Indian national was hurt when a tractor overturned at Kalapatal of Lalbojhi VDC in Kailali district this afternoon.

Reports say the tractor was coming towards Bhajani from Tikutriya check post of Uttar Pradesh of India when it met with the accident.

Meanwhile, one person has died when a truck met with an accident in Okhaldhunga today.

Reports say the truck was on its way from Okhaldhunga to Toksel when it met with the accident at Manebhanjyang of Okhaldhunga itself. Six others were also injured in the incident and the condition of three of them is critical, it is learnt.

MEETING OF TARAI-BASED PARTIES UNDERWAY

A meeting between the leaders of three Terai-based parties and the Nepali Congress is underway to discuss the formation of a new government and future alliance.

NC President and Prime Minister Girija Prasad Koirala, NC leader Bimalendra Nidhi, Madhesi People’s Rights Forum Chairman Upendra Yadav, Bijay Gachaddhar, Rajendra Mahato and Ail Jha of Nepal Sadhvawana Party and Hridesh Tripthi of Terai Madhes Democratic Party are present at the meeting being held at the Prime Minister’s official residence in Baluwatar.

The parties are discussing the features of the new government, participation of major political parties, implementation of republican agenda and constitutional amendment, among others, at the meeting, according to reports.

Likewise, the meeting is also discussing the procedure for nominating the 26 members for the Constituent Assembly, it is learnt.

NEPAL TRUST PROPOSAL

The Office of Nepal Trust has proposed to involve local communities for management, conservation and utilization of immovable property formerly owned by late King Birendra and his family.

The property has now been nationalized and is owned by the Trust, as a government entity.

The Trust, which is responsible for identifying royal property and looking after them, has finalized the policy on use of both movable and immovable property of late King Birendra and his family.

However, the policy is yet to be approved by the board of Nepal Trust headed by the Home Minister.


BOMB BLASTS IN BIRGUNJ

A series of bomb blasts has been reported in various places of Birgunj last night. One person has been injured in one of the blasts, it is reported.

ACCIDENT

A pedestrian was killed on the spot when a truck hit him at Kalanki in the capital.
Kedar Adhikari, a resident of Hetauda district, has been identified as the deceased, police said.

GANG ABDUCTS ONE

An unidentified gang has abducted Satyakumar Mahato of Laukahi VDC from Sunsari district last night.

Mahato who runs a rice mill was abducted while he was returning home. Mahato’s family members have appealed to rights activists, media and police to take initiative for his safe release.


TRANSPORTATION STRIKE IN MECHI

General life in the hilly districts of Illam, Panchthar and Taplejung in Mechi zone has been affected due to an indefinite transportation shutdown.

The strike has been called by Mechi Transport Entrepreneurs Association with various demands.

Hundreds of passengers have been stranded in the highway as long route vehicles have stopped plying since yesterday.

Our local correspondent said, there has not been any initiation from any concerned sides to end the strike.


RAINBOW TROUT FARMING GETTING POPULAR

In Rasuwa district, farming of Rainbow Trout fish is gaining popularity after the program for fish farming was launched by district agriculture development office and Rasuwa Chamber of Commerce and Industry.

Farmers have been attracted to farm Rainbow Trout after the establishment of a hatchery centre at Dhunche. The district is expected to produce 4 metric tonnes of Rainbow Trout this year.

SPA TASKFORCE MEET PARTIES ELECTED TO CA

Seven-Party Alliance (SPA) taskforce set up to draft working procedures and agenda for the first meeting of the Constituent Assembly (CA) has held hold consultations with the entire political parties elected to the CA.

At the meeting held at the parliamentary secretariat in Singha Durbar yesterday, participants discussed about the first CA meeting, swearing-in of the elected CA members and the implementation of republican agenda among others.

The SPA taskforce’s first meeting held yesterday under the leadership of Minister for Peace and Reconstruction Ram Chandra Poudel decided to invite representatives of all 25 political parties elected to the CA for necessary consultations.
 
MPRF PROPOSES NEW GOVT FORMATION PRIOR TO CA MEET

Madhesi People’s Rights Forum (MPRF) has put forth the proposal to form the new government prior to the first sitting of the Constituent Assembly (CA).

The MPRF leaders also forwarded the idea that the new government itself should nominate the 26 members for the CA, at a meeting with the Maoist leadership this morning.

MPRF Chairman Upendra Yadav claimed that the present interim government does not have the right to carry out any important task, during the meeting held at Maoist Chairman Prachanda’s residence in Nayabazaar yesterday.

MPRF Chairman Yadav claimed that the Maoist leaders were positive about the proposals forwarded by the MPRF.

The MPRF also presented its earlier stance seeking amendment to the constitutional provision so as to remove the Prime Minister with a simple majority. The meeting, however, failed to take firm decision regarding the statute amendment, Yadav informed.

Yadav added that the two sides reached an agreement to move ahead ending constitutional and political complexities. The two sides also stressed on the need to intensify discussions for a national consensus.

FNJ – CPN-MAOIST

 

Chairman of the CPN-Moaist Prachanda has expressed commitment on behalf of his party for the development of press.

 

Addressing a felicitation program organized by the party to welcome the newly elected officials of Federation of Nepalese Journalist (FNJ), Chairman Prachanda praised the role of press for the establishment of democracy.

 

Prachanda clarified that his party was in favor of full-fledged press freedom. Prachanda further added that the press should further contribute in institutionalization of the peace process.

 

Fnj delegation meets minister mahara

 

A delegation led by President of the Federation of Nepalese Journalists (FNJ) Dharmendra Jha met with Minister for Information and Communications Krishna Bahadur Mahara yesterday and drew his attention on immediate steps to be taken by the government for the development of journalism sector.

 

The FNJ drew the attention on guaranteeing press freedom in the preamble of the new constitution, immediate implementation of the working journalist laws and relief to the families of all the journalists hit by conflict.

 

The FNJ also demanded action on those involved in the murder of journalist Birendra Saha and immediate making public of the abducted journalist of Kanchanpur, Prakash Thakuri.

 

The delegation also demanded making government media autonomous, arrangement of journalist insurance and free health treatment, making media inclusive starting from the government media, and induction of expelled journalists for faith from the government media, among others

 

Maoist leader bhattarai

           

Senior leader of the CPN (Maoist) Dr. Baburam Bhattarai has said his party should lead the next government on the basis of political consensus and respect the people’s verdict.

 

Speaking at an interaction with the industrialists and business community entitled ‘Roadmap of New Nepal and Economic Agendas’ organized by Society for Contemporary Studies in Bhaktapur yesterday, Dr. Bhattarai said it is impossible to form the government under any one else’s leadership except the CPN (Maoist).

 

Leader Dr. Bhattarai pointed out to the possibility of a big revolt by the people if conspiracies are hatched to prevent the Maoists to form the government against the people’s aspirations. Bhattarai also called on the Prime Minister to resign by showing respect to the norms and values of democracy and to the people’s desire.

 

Dr. Bhattarai said the CPN (Maoist) has laid emphasis on industrial capitalism oriented towards socialism for the all-round development of the country and for economic revolution. He added that this would be possible only through the fusion of the natural resources, human resources and science and technology.

 

Dr. Bhattarai also stressed that Nepal should play a role of a bridge between the two neighbouring countries of China and India for the balanced development of the country.

 

Bhattarai further said that the Maoist party has given special priority to education and health.

 


NC MEETING

16 members of the Nepali Congress Central Working Committee have expressed their views in the meeting held yesterday at the Prime Minister's official residence.

Discussions related to the review of election, constitution amendment, army integration, formation of new government and contemporary political issues were held during the meeting.

The meeting is scheduled to be held today at 1 PM.


UNITED NATIONS

The United Nations has provided grant assistance worth 256 Million Rupees for the upliftment of women, Dalits and indigenous nationalities of the rural areas of Nepal.

According to the UN, the assistance provided by the Poverty Alleviation Fund is expected to generate employment opportunities for the people of impoverished families and help in poverty alleviation.

A memorandum of Understanding to the effect was signed yesterday by the Joint Secretary at the Ministry of Finance and the head of the International Fund for Agriculture Development in Rome.

 

Chief Election Commissioner - Meet

 

Women representatives of different eleven organizations, working in the field of women's rights and equality, yesterday, met with Chief Election Commissioner, Bhojraj Pokharel and extended congratulations for boosting women's result in Constituent Assembly Election to about 33 percent.

 

They urged the Election Commission to include women in half of the 26 seats that would be nominated by the government.

 

Chief Election Commissioner, Pokharel said his Commission would not have any role in the nomination and asked them to unitedly pressure the government for women's share.

 

Meanwhile, the representatives organized an interaction program and voiced their concern for including women in the seats.

 

DISABLED CALL OFF FAST

           

Nepal Disabled Federation yesterday broke the fast that it had organized at the Maitighar Mandala.

 

The fast which had been held calling for ensuring representation of the disabled also while nominating 26 members to the Constituent Assembly was broken at the CPN (Maoist) chairman Prachanda’s request.

 

Chairman Prachanda, who had reached Maitighar to meet the disabled taking part in the fast, pledged to ensure the representation of the disabled also in the Constituent Assembly.

 

The Federation had been organizing various programmes to exert pressure for fulfilling its demand for ensuring the disabled representation in the Constituent Assembly.

 

JEEP ACCIDENT – TWO DIE

 

Two people died when a vehicle transporting goods overturned at a village of Kalikot district on Saturday.

 

The jeep fell some 100 meters off the road  at Paharekhola of Daha VDC- 2 while carrying goods to Jumla from Surkhet.
